Devine is President of IADT [Dun Laoghaire Institute of Art, Design and Technology].

An engineer by background, he completed postgraduate studies in education. Prior to joining IADT in 1997, he led the development of postgraduate programmes at OSCAIL, the National Distance Education Centre in Dublin City University[DCU]. At DCU, he also participated in strategic initiatives to develop ICT for teaching and learning and e-learning and continues to champion such developments within IADT and internationally, having developed and managed a number of significant projects in the e-learning domain.

On behalf of the EUA [formerly CRE], he led the publication of the first ‘good practice’ guidelines for the deployment of ICT for teaching and learning in higher education  He is a member of European Commission expert panels within DG INFSO and DG Education and Culture covering the domains of digital literacy, media literacy and e-inclusion. He has recently assisted the work of the Commission’s  IPTS Research Centre in a study of informal learning in ICT-enabled environments and is a member of the joint DG Education and Culture/DG Employment Working Group that developed the report: ‘New Skills for New Jobs: Action Now’.
